The Smith & Wesson Model 49 Bodyguard .38 Special Revolver was introduced in 1959 as the steel-framed version of the Model 38. It was an extremely popular model and remained in production for 37 years until 1996, at which point the Model 49 name was dropped but the gun carried on under a different model number.

Not a lot of help. They weren't made at an even x-number per year, so extrapolating your serial in that range isn't going to be exact. If the production was relatively linear then I'd guess 1928- ish.
Smith and Wesson used to use actual names for the different series of guns they produced. This changed in 1957 when they switched to a model numbering system. For instance, your gun was known as a "Military and Police" before that name was superceded by "Model 10". If he says it's "Pre-model 10", then he's likely saying it was made before 1957.
